Tempest Keep (The Eye) is one of two Tier 5 raids released in Phase 2 of TBC Classic Anniversary 2026, alongside Serpentshrine Cavern. Before your guild sets foot inside Kael’thas Sunstrider’s floating fortress, there are a handful of requirements you need to lock down: character level, attunement, reputation, and raid composition. This guide breaks down exactly what you need, so you don’t waste a raid night finding out the hard way.

Where Is Tempest Keep Located?

Tempest Keep sits high above Netherstorm, visible from almost anywhere in the zone as the massive floating structure in the sky. The Eye raid entrance is on the eastern side of the complex, and the closest flight point is Cosmowrench, run by the neutral flight master Harpax. From there it’s a short flight straight to the raid platform.

The complex also houses three 5-player Heroic dungeons — The Mechanar, The Botanica, and The Arcatraz — which matters because two of those dungeons are part of the attunement chain you’ll need to finish before you can step inside The Eye itself.

Unlike five-player Heroics, there’s no flexibility on raid size here — you need a full 25-player group to engage the encounters, and everyone in that group needs to clear attunement individually before the raid leader can even consider pulling Al’ar.

Attunement: The Tempest Key

You cannot enter The Eye without completing the attunement questline. The good news is that in TBC Classic Anniversary, attunement is account-wide, so once one of your characters finishes it, every other character on your account skips the entire chain.

The attunement path starts in Shadowmoon Valley with the Cipher of Damnation questline, picked up from Earthmender Splinthoof (Horde) or Earthmender Sophurus (Alliance) at Wildhammer Stronghold. After working through Oronok Torn-heart’s questline, you’re sent to Shattrath City to begin the Trials of the Naaru with A’dal.

Reputation Requirements

Since three of the four Trials send you into Heroic dungeons, you’ll need enough reputation to unlock Heroic mode for each instance. Plan on hitting at least Honored, ideally working toward Revered, with the following factions:

  • Hit Cap — Missing hit cap noticeably drags down your DPS and can stretch out enrage timers on fights like Void Reaver
  • Karazhan/Gruul’s Lair gear — Most raiders enter Tempest Keep with a mix of Karazhan, Gruul’s Lair, and Magtheridon’s Lair loot as a baseline
  • Resistance gear — Not mandatory, but Arcane resistance can help on the Solarian fight for melee and tanks

If your raid is still working through earlier Phase 1 content, it’s worth fully clearing Karazhan and Gruul’s Lair first — both are excellent practice for raid coordination and provide enough of a gear baseline to make Tempest Keep noticeably smoother.

What You’re Working Toward: Tier 5 Loot

The entire reason guilds push through this attunement chain is Tier 5 gear. Tempest Keep and Serpentshrine Cavern together make up the full Tier 5 set, split across different armor slots. Inside The Eye specifically:

  • 🏹 Tier 5 armor tokens (chest and shoulder) are item level 133
  • 🏹 Kael’thas Sunstrider’s loot table jumps up to item level 138–141, including some of the best weapons available in Phase 2
